Default Help with a difficult year 1/2 class ASAP

, trying to distract others or generally crawling around the classroom. The sanctions used in school do not seem to work and the positive attitude I usually try to have seems to go out the window as very few of the children seem to respond to stickers/praise/bribery, etc. and I end up shouting (which I hate doing and it doesn't work anyway)
Help me!
